Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been defused. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of conflicting incidents captured the grim essence of the outgoing year. By day, diplomatic battles are waged: hopeful statements are issued from different nations. Immense energy is allocated on containing certain initiatives. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is equipped to monitor projectile deployments from enemy soil, a capacity enabled by timely intelligence. From witness perspectives, military aircraft that had been deployed to counter approaching guided weapons roared overhead – sophisticated military planes supplied to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems engaged: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, probably delivered by partner states. Every firing shakes the surroundings, shaking the windows. The moment of terror quickly becomes resigned acknowledgment: perhaps the approaching threat won't cause damage this time, protecting urban areas from catastrophe and further power outages.
Continuous Dangers
Not long after, a heavy machine gun opened up on a unmanned aircraft in the vicinity, part of a mobile-fire group – almost certainly allied-provided weaponry. Unfortunately, the projectiles didn't strike the hostile drone – it maintained course toward its objective.
With pauses, this continued until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and utility failures in multiple buildings as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's essential dependence on external assistance – a need that neighboring countries are evidently unprepared to fill in the immediate future.
Unsuccessful Negotiations
The detailed framework from US administration sparked intense emotion, controversy and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new proposal from Washington unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually win the battle. This trend will, certainly, endure.
Tactical Assessments
It is convenient to criticize specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a assumption understood by seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The White House presumes that it is impossible to pressure the Kremlin to relinquish the land that it currently occupies in Ukraine's occupied territories.
The issue is that while accepting these circumstances, American administration does little to discourage Russia, through words or deeds, from assuming that the current condition will not evolve additionally in its benefit in the coming year.
Opposing Positions
Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be many attempts to stop fighting, but they will carry on as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing civilians and areas but averting a complete military breakdown until circumstances change in its benefit.
Current Realities
Objectively, there are no genuine requirements for a truce. Now, personal considerations are coming into play: personal goals to mediate resolution and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not switch to domestic problems. And although their mission will now be much harder after current events, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a just a single week to terminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, latest revelations, all did their job.
While new plans based on old ideas are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and show certain reluctance to modify developments, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, primarily depend on sustained allied backing.
